In a chart ViewXY, I have a horizontal ConstantLine. Is it possible to modify the line so it would take only half of the chart?

Unfortunately not, but you can use other object type instead. For example, AnnotationXY. It can be set as screen coordinates or axis values, and is rendered topmost.

ConstantLines don't support images.
Use Annotation (again
) to show a bitmap anywhere on the chart.
