SignalProcessing.SpectrumCalculator.PowerSpectrum produces output of zeros when running version 8.3.2.4001

Also, version 8.2.1.4001 produces output that doesn't seem to correspond to the absolute values of FFT,
for instance input samples = [8, 4, 7, 1] produces FFT values = [20, 1-3i, 10, 1+3i ] and abs(FFT) should be [20, 3.16, 10, 3.16] however the output of PowerSpectrum is [20, 1, 3, 10].

Environment: Visual Studio 2013
I would appreciate clarification in both issues.
